the City of Calgary (the City) has embarked on a pioneering journey to
establish a comprehensive noise policy, demonstrating a commitment to
safeguarding public health and enhancing the quality of life for Calgarians. On
September 12, 2023, the Council unanimously moved the Motion for a <a href="https://pub-calgary.escribemeetings.com/filestream.ashx?DocumentId=261759"><span lang="EN-CA" style="mso-fareast-font-family: Figtree; mso-fareast-theme-font: minor-latin;">Noise
Policy to Protect the Health and Quality of Life of Calgarians</span></a>.<o:p></o:p></p>
<p class="MsoNormal">Recognizing the pervasive impact of environmental noise on
human health, the City is set to undertake a thorough review of existing
bylaws, implement city-wide noise mapping, and introduce innovative measures
for noise mitigation. This progressive initiative aligns with global best
practices and is a significant step toward creating more liveable and
harmonious urban spaces.<o:p></o:p></p>
<p class="MsoNormal">Joel Laforest sought assistance from our president Dan
Clayton for putting forward a Motion to improve the noise exposure for
Calgarians after hearing his <a href="https://www.aanvis.ca/2023/02/reflections-of-uk-transplant.html"><span lang="EN-CA" style="mso-fareast-font-family: Figtree; mso-fareast-theme-font: minor-latin;">keynote
speech</span></a> at the AANViS fall conference last year. Noise complaints
have been increasing over the past few years and Joel was compelled to do
something and received backing from Councillor Walcott, Councillor Spencer, and
Councillor Wong to put a case to Council for a Motion.<o:p></o:p></p>
<p class="MsoNormal">Scientific evidence overwhelmingly supports the idea that
exposure to environmental noise has far-reaching consequences on human health.
From cardiovascular effects to cognitive impacts, sleep disturbances, mental
health issues, and pulmonary effects, the detrimental effects are wide-ranging.
This move by the City underscores the importance of addressing noise-related
concerns as part of a broader public health strategy.<o:p></o:p></p>
<p class="MsoNormal">Acknowledging the need for effective noise management,
numerous jurisdictions worldwide have implemented policies and action plans to
mitigate the adverse effects of environmental noise. Some have even established
urban noise observatories, drawing on the best practices outlined by
international health authorities. The City's decision to follow suit
exemplifies a commitment to learning from successful initiatives elsewhere and
tailoring them to the local context.<o:p></o:p></p>
<p class="MsoNormal">Beyond addressing negative impacts, the noise policy
envisions a city where positive and desirable sounds are integral to urban
planning and public space design. This forward-thinking perspective recognizes
the role of sounds in creating engaging and liveable environments, fostering a

with a draft noise policy vision, a review of existing bylaws, and a

soundscape assessment, demonstrates a commitment to community involvement and
reflects the city's dedication to inclusive decision-making.<o:p></o:p></p>

resemblance to tennis, elements of ping-pong, and components of badminton,
pickleball has captured the hearts and minds of 18-34 year olds, the fastest
growing population in Canada for the sport. Traditionally a senior-dominated
game, the rise of pickleball in popular culture is creating a wave of “firsts,”
with more than one million people in Canada picking up rackets in 2022.<br style="mso-special-character: line-break;" />

to the game being inclusive for all skill levels, but allowing for players to
choose their own adventure when it comes to the level of seriousness they wish
to exude when hitting the courts. But while this 58 year old sport might be the
greatest cheap thrill we’ve all been searching for - it isn’t being met with
the same level of enthusiasm off the court. With an explosion of players,
Canadian cities aren’t equipped with the courts required to meet demand. But
this isn’t the main issue plaguing the picklers; the noise generated by the
rackets is serving up some much bigger challenges.</span></p>

impacts on those living near the courts. Peak sound pressure levels from the
courts at a distance of approximately 75 feet exceed 80 decibels. This is akin

easily penetrate the interior of a home or condominium and will prevent the
quiet enjoyment of the residents' use of their living rooms, dining rooms,
bedrooms, balconies, patios, and other spaces. Experts have also noted that
constant exposure to high-decibel sound can seriously impact a person’s quality
of life and mental state.<br style="mso-special-character: line-break;" />

<p class="MsoNormal" style="background: white;"><span style="color: #222222; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-fareast-font-family: Montserrat;">With no signs of slowing down, the rise of pickleball has
created a divide between players and residents living in close proximity to the
courts. As a result, complaints have materialised into court cases, fines and
even bans. Most recently, a couple from Chilliwack, British Columbia have
threatened to go on a hunger strike as a plea to the City to shut down the
court located outside of their home. The husband likened the sound of the
pickleball whap to Chinese water torture techniques used during high profile
interogations.</span></p>
<p class="MsoNormal" style="background: white;"><span style="color: #222222; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-fareast-font-family: Montserrat;">Unlike the drop of a human tear, which makes no audible sound
detectable by anything except for terriers and some brands of Pekingese dogs,
pickleball will continue as a maddening hindrance to resident’s ear drums until
court supply increases and proper sound barriers are implemented.</span></p>

acoustic engineer in the province of Alberta.<span style="mso-spacerun: yes;">
</span>He turns 100 years of age on September 18<sup>th</sup> of this year.</span></p>
<p class="MsoNormal"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Eugene started his career in the field of Heating Ventilation and
Air Conditioning (HVAC) as a “mechanical draftsman”, and soon found that there
were few others locally looking into the acoustic aspects of this area.<span style="mso-spacerun: yes;"> </span>He was a member of the American Society
covering HVAC issues (which became the American Society of Heating
Refrigeration and Air Conditioning Engineering, aka ASHRAE).<span style="mso-spacerun: yes;"> </span>He was a strong member and supporter of the
Consulting Engineers of Alberta (CEA) as well as the Canadian Acoustical
Association (CAA), helping host its annual conference three times.<span style="mso-spacerun: yes;"> </span>He founded Bolstad Engineering operating from
Edmonton and mentored many who subsequently found a niche in the fields of
acoustics and noise control.</span></p>
<p class="MsoNormal"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Eugene made to Corjan Buma many years ago about his motivation to
get into acoustics and noise control which was “I designed all these noisy
monsters [mechanical systems], so I figured I’d better DO something about
that”.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Eugene was also instrumental in expanding acoustical practices in
Alberta.<span style="mso-spacerun: yes;"> </span>He constructed the first
ASHRAE-compliant acoustical testing lab in western Canada, which in the 1980’s
was sold to the University of Alberta and operated as the Mechanical
Engineering Acoustics and Noise Unit, providing acoustical testing services to
academia and industry.<span style="mso-spacerun: yes;"> </span>Several
individuals made use of the Lab’s facilities to attain advanced degrees.<span style="mso-spacerun: yes;"> </span>He participated in the early versions of the
Noise Directive regulating energy-related noise in Alberta, which, to this day,
is a frequently-referenced document well beyond Alberta’s borders.</span></p>
<p class="MsoNormal"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Among other novel projects to his credit, Eugene designed a
silencer to reduce the noise emissions from the blower on an asphalt mixing
drum, and produced a simplified model for predicting the noise emissions from
small compressor stations.<span style="mso-spacerun: yes;"> </span>He assisted
with introduction of noise walls along Edmonton roadways and with the control
of noise propagation around Edmonton International Airport.</span></p>
<p class="MsoNormal"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">During the conferences of the Alberta Acoustics and Noise
Association (“AANA”; the pre-cursor to AANViS), student scholarships were given
for student presentations, and named in honour of Eugene.<o:p></o:p></span></p>

<p>Alberta Health Services (AHS) is part of
Canada’s first and largest provincewide, fully integrated health system. Every
year, more than 4.4 million people come to AHS in search of care.</p>
<p>Part of the AHS South Health Campus is designated as a
weight room and fitness space, used by staff to exercise and unwind, with a
second, and larger contingency comprised of patients taking part in the various
available rehabilitation programs. While the exercise equipment offerings are
ideal, the location of the workout room within the multi-story building was
anything but—situated on the second floor, the YMCA fitness facility sits
squarely between a patient area on the first floor, and physician offices on
the third. </p>
<p>When COVID restrictions necessitated that the workout room be shut down,
building occupants enjoyed a brief respite from noise created from foot
traffic, dropped weights and more, common to regular use of the space.
Management acknowledged that, prior to gym’s reopening, the noise issue had to
be addressed.</p>
<p>With a desire to
reduce both airborne and structure-borne noise, while also adding a running
track and treadmills to the space, AHS enlisted the help of Merlin Noise
Control to aid in the retrofit project.</p>
<h2 style="margin-bottom: 13pt; text-align: left;">Weighing in on the Situation </h2>
<p>To simulate a real-world scenario and noise problem, Merlin Noise
Control performed drop tests from 16 test locations. Each entailed releasing a
40-pound dumbbell from chest height onto a 4’x4’ square of 2.25” plywood, built
up from three .75” layer sheets. The variable was the floor underlayment. Floor
types included: bare floor, 1” rubber flooring, an existing and ineffective
three-inch thick dimpled gym mat and a 4’x4’ MetaWrx test assembly.</p>
<p>During the tests, nurses were stationed in multiple
spots on multiple floors: two on the 1st floor, two on the 2nd floor near the
facility, two on the 3rd floor, and one on the 4th floor. Each individual
involved in the testing held a two-way radio and noise monitor and recorded the reading of each
drop at their designated location. In addition, each nurse also recorded their
own perception of the results to pair qualitative data with the quantitative. </p>
<p>Notably, all of the nurses believed that MetaWrx provided the
most noticeable noise difference and was the best option—and the quantitative
data supported this conclusion. Not only did MetaWrx show a considerable
difference in the sound and vibratory levels experienced on the floors above
and below the workout space, everyone stationed on the gym floor during testing
noted that minimal vibrations were felt in their feet when weights were dropped
on MetaWrx test assembly.</p>
<h2 style="margin-bottom: 13pt; text-align: left;">MetaWrx Works</h2>

<p>With a successful installation at Alberta Health Services South
Health Campus, Kinetics continues its tradition of innovation, to the delight

campaign by residents of the Town of Banff to have the CP trains cease using
the locomotive’s whistles while passing the town.<span style="mso-spacerun: yes;"> </span>There are a number of residences, including a
seniors’ home, within 50-metres of the mainline tracks.<span style="mso-spacerun: yes;"> </span>CP has reported that there are 20 trains per
day, on average, using this primary rail-line.<span style="mso-spacerun: yes;">
</span>This line is on of the primary rail shipping routes through Canada and
has been so since the 1870’s.<p></p>
<p class="MsoNormal"><span lang="EN-CA">CP has expressed serious concern about
people crossing the tracks illegally on this section of track, despite numerous
signs and other indications of the safety concerns.<span style="mso-spacerun: yes;"> </span>There are warning bells at the at-grade road
crossings 2.3 km apart, but these are a good distance away from the areas under
consideration and it would be unlikely that those warnings would be heard in
the middle of the section.<span style="mso-spacerun: yes;"> </span>The train
whistle is needed to warn people, and animals, crossing the tracks between the
residential and industrial areas of the town.</span></p>
<p class="MsoNormal"><span lang="EN-CA">CP’s preferred solation is for a pedestrian
overpass, which would cost several millions of dollars.<span style="mso-spacerun: yes;"> </span>There is a cheaper option of a signalized
at-grade crossing in the area.<span style="mso-spacerun: yes;"> </span>As of the
meting of November 22 of last year, the Town Council is currently unwilling to
commit this level of funding and has stated that they will hold off until
further information, including a safety audit and clarity from CP and Parks
Canada, are available.<span style="mso-spacerun: yes;"> </span>At the March 27<sup>th</sup>
meeting, the Council directed the Administration to ‘engage Parks Canada and CP
Rail on potential improvements to existing alternative routes for pedestrians
and cyclists to the Industrial Compound’, and to ‘return to the 2024 Service
Review process with the costs and operational feasibility of increasing
year-round Roam Public Transit service to the Industrial Compound starting in
2024’.<span style="mso-spacerun: yes;"> </span>They had further closed meeting
discussions which were not revealed at this time.</span></p>
<p class="MsoNormal"><span lang="EN-CA">It may be noted that the Town of Canmore
had a policy for many years restricting residential development within 90
metres of the CP rail-line, but this has been relaxed since the addition of
continuous fencing along the tracks to prevent trespass.</span></p>
<p class="MsoNormal"><span lang="EN-CA">In their document ‘<i>Road and Rail Noise:
Effects of Housing’</i>, the Canada Mortgage and Housing Corporation (CMHC)
showed methods to protect the interior of houses from exterior noise from these
sources.<span style="mso-spacerun: yes;"> </span>For buildings this close to a
major rail-line, these treatments can be expensive, and it would have been
wiser to discourage such construction, given the track has been a pre-existing
apart of this environment.<span style="mso-spacerun: yes;"> </span>However,
given the limited available space in Banff, it is perhaps understandable.</span></p>

acoustics practitioners came together for the 2022 Fall AANViS conference, <i>Sounding
Alarms, Solving Problems</i>.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">It was
great to see so many faces at the conference. There was so much buzz and energy
in the rooms before the conference started. The coffee was at the ready and
there was a sense of anticipation for the first time the industry had met up <i>en
masse</i> since the pandemic.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">The day
kicked off with lots of people arriving in time for registration, buffet breakfast,
and networking before the opening speech from Richard Patching, AANViS
President.</span></p>
<p class="MsoNormal"><b><span lang="EN-US" style="mso-ansi-language: EN-US;">Opening
Plenary.</span></b><span lang="EN-US" style="mso-ansi-language: EN-US;"> Richard’s
speech first acknowledged the many First Nations, M</span><span lang="EN-US" style="mso-ansi-language: EN-US; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">é</span><span lang="EN-US" style="mso-ansi-language: EN-US;">tis, and Inuit
who cared for the traditional territories and lands which were being used for
the conference that day. This acknowledgement was made as an act of
reconciliation and gratitude to those whose territory we reside on or are
visiting.</span></p>

<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">Richard
reflected on the challenging decision to postpone the original date of this
conference from 2020 due to COVID. It was the right decision to make. The
timing felt right to hold it in the fall of 2022, and the crowd of people there
really showed support for wanting to get back together and get things moving
again.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">Richard
closed off by welcoming everyone to the first of many AANViS conferences, with
a hint at a longer duration one in the future (looking at spring 2024, watch
this space).</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">The morning
sessions had the conference split into two spaces: one a half-day workshop and
the other a series of expert panels at the mercy of a keen audience to ask
questions on an array of topics.</span></p>
<p class="MsoNormal"><b><span lang="EN-US" style="mso-ansi-language: EN-US;">Introduction
to Acoustics.</span></b><span lang="EN-US" style="mso-ansi-language: EN-US;"> Steve
Bilawchuk provided his insightful “Introduction to Acoustics Workshop” to an
eager audience of keen “students.” Steve walked the audience through the
concepts of acoustics, with all sorts of sounds being played to demonstrate the
points. The seminar helped to develop and enhance the participants’ knowledge
of concepts and principles in Acoustics, providing an opportunity to apply
theory to practical situations about sound sources and their control.</span></p>
<p class="MsoNormal"><b><span lang="EN-US" style="mso-ansi-language: EN-US;">Why
consultants cost so much…or do they? </span></b><span lang="EN-US" style="mso-ansi-language: EN-US;">Dan Clayton of SLR Consulting Ltd., James
Farquharson of FDI Acoustics Inc., and Jonathan Chui of Stantec were on the
panel of experts. This was an interesting Q&A session with some honest and
thought-provoking answers. A few highlights were a discussion around equipment
charges to clients, what the panel has seen as changes in technology over the
years, how to manage scope creep, and field measurements and analysis
processes.</span></p>
<p class="MsoNormal"><b><span lang="EN-US" style="mso-ansi-language: EN-US;">Defining
the problem.</span></b><span lang="EN-US" style="mso-ansi-language: EN-US;"> Ian
Bonsma of HGC Engineering, Jessie Roy of RWDI, and Pascal Everton of Soft dB
gave opinions and answered questions on “Defining the Problem (RFP
Requirements).” This session was targeted at individuals who develop RFPs and
the challenges consultants face when trying to respond to them. There were some
interesting points made about how difficult it often is for consultants to
interpret RFPs for what the client needs and the inefficiencies around this
process while being balanced with seeking a competitive bidding process,
especially where public money is involved. There was also some discussion about
the general RFP culture that is now integral to many procurement processes and
how it can seem to be cost-advantageous but is becoming more of a competition
of who can write the lowest bid with the tightest scope (having lots of
caveats), knowing that soon enough scope change will be inevitable. Things
wrapped up with some thoughts and suggestions around RFP issuers seeking
support from the acoustics industry on how to relay the problem to be
solved/scope clearly and posed the idea of having an interview stage in the
selection process.</span></p>
<p class="MsoNormal"><b><span lang="EN-US" style="mso-ansi-language: EN-US;">What
didn’t work and why?</span></b><span lang="EN-US" style="mso-ansi-language: EN-US;">
<span style="mso-spacerun: yes;"> </span>Andy Strasser of Merlin Integrated
Solutions, Cliff Faszer of FFA Consultants in Acoustics and Noise Control, and
Richard Patching, AANViS President, were on the panel to reflect on the
ineffective choices in the design and construction of solutions for sound and
vibration issues, along with solutions that worked. There were many historical
projects shared by the panel and some fantastic questions to get to some real
nitty-gritty details on what went wrong. A masterclass from the experts with some
great insight in the session.</span></p>
<p class="MsoNormal"><b><span lang="EN-US" style="mso-ansi-language: EN-US;">Lunchtime
keynote</span></b><span lang="EN-US" style="mso-ansi-language: EN-US;">. Prior to
his move to Canada, Dan Clayton completed an undergraduate degree and worked
for eleven years in the UK. This recent experience with the profession of
acoustics in two countries gives Dan a unique perspective on the similarities
and differences in the way the profession is practised, regulated and
supported. <a href="https://www.aanvis.ca/2023/02/reflections-of-uk-transplant.html">Click here</a> for a more complete description of Dan’s observations on the
differences, how the UK developed its approach and some ideas that could
improve the industry here in Canada.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">Dan’s talk
got everyone talking in the networking space about what they could do next to
help with the big tasks ahead and the challenges they are facing. It was great
to see everyone so passionate about what could be done.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">The
afternoon sessions split into two rooms again.</span></p>
<p class="MsoNormal"><b><span lang="EN-US" style="mso-ansi-language: EN-US;">Noise
regulations.</span></b><span lang="EN-US" style="mso-ansi-language: EN-US;"> Five
key personnel formed part of the panels of this half-day session talking about upcoming
changes to and expectations around assessment approaches. There was
representation from four major decision-makers and stakeholders in Alberta.
These were the Alberta Utilities Commission (AUC), Alberta Energy Regulator
(AER), Alberta Infrastructure, and City of Calgary Transportation Planning. </span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">First off,
Joan You (AUC) and Jason Cao (AER) went through some expectations for Noise
Impact Assessments (NIAs) submitted to each regulator. After this, the floor opened
to questions from the audience. </span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">The
requirement for NIAs to be stamped by professional engineers came up. On this, the
AUC said this wasn’t a requirement but the AER said it was. There was some
confusion in the room around this, especially for practitioners without this
classification and how it may be seen as an overly bureaucratic requirement,
especially where it may not reflect on competency for completing a technically
satisfactory NIA.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">They were
asked if there was any in-person consultation planned for the upcoming updates
to the regulations. The AER stated that they understood that their attendance
at this conference would suffice as consultation, which surprised the room. A
comment regarding the mix of wind farm assessment in AUC Rule 012 with the rest
seems inappropriate and should be split into a separate document, with
reference made to the IoA good practice guide. The AUC said that this may not
be a bad idea and would consider this going forward.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">The next panelists
were Heather Leonhardt and Vedran Vavan from the City of Calgary Transportation
Planning. The first thing mentioned was how the department now had an acoustics
specialist, Vedran, to help with the more technical side of sound in
transportation planning. There were lots of questions about the general plan
for managing sound from transportation and especially in the general reduction
strategy for the city. There were discussions around the benefit of a city-wide
noise map. </span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">Finally,
Phillip Wloka presented some key elements that form part of the requirements
for design under Alberta Infrastructure, with a focus on building design.
Phillip gave a great introduction to the requirements and stated some general
rules of thumb on their expectations. A notable mention was that Alberta
Infrastructure is exploring IIC requirements for future iterations of its
Technical Design Requirements (TDR). He also noted that if an acoustics
consultant is onboard, he is generally happy and trusts their judgment. He also
reflected on what it was like going from working in the private acoustics
industry to working for Alberta Infrastructure, which was very insightful.</span></p>

experiences on how to excel in this challenging industry, not from just a
technical perspective but developing internal projects and resources to help
deliver the best possible product to clients while managing the concerns and
challenges of running a company.</span></p>

presentations.</span></b><span lang="EN-US" style="mso-ansi-language: EN-US;"> The technical
part of the day closed off with a variety of technical presentations from the
old pros and their new techniques and innovations. These presentations ranged
from localizing low-frequency sound sources, temporary acoustic barriers, and
innovative approaches to acoustical design and relaying the process to clients
or end users through simulation.</span></p>

Clayton came to Calgary, Alberta from the UK where he worked in the acoustics
and vibration field for eleven years after completing his education at the
University of Salford in Manchester, England. Since 2018, he has worked for SLR
Consulting in several different capacities. Dan gave this keynote
presentation at the <a href="https://www.aanvis.ca/2023/02/aanvis-conference-summary.html">October 28, 2022 AANViS conference</a>, sharing how he got into the
field through his love of music, then into acoustics, through the less typical
route in Canada, a specific undergraduate degree in acoustics, and what he has learned from his experience in the field so far. </span></i></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">The
Canadian approach to acoustics, sound and vibration differs from that found in
the UK and Europe, especially around the different attitudes to public and
regulator/local authority/council/municipality desires and pushes for specific
and more comprehensive regulations compared to Canada and North America. Some key
differences are that, in general, in the UK</span></p>
<p></p><ul style="text-align: left;"><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Ambient
sound level measurements and longer surveys are typical. </span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Environmental
sound assessments are always compared to a baseline or criteria developed from
that, which is typically established via monitoring and/or a mix of monitoring
and modelling.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">There
is a push and often requirements from local jurisdictions to have an acoustic
assessment complement any new or changed developments/processes.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">European
Union countries are required to provide a noise map of the transportation and
industrial (basic complexity) for the country every 5 years.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Absolute
limits are less common; a general impact approach to environmental sound is used.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Occupational
assessments have requirements to reduce the sound levels through engineered
approaches rather than default to hearing protection, which is seen as the last
resort.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Acoustic
performance requirements for buildings, such as educational and healthcare, are
in the building code.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Emergency
services are seen as a sound source to design for in terms of sound entering
buildings.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">It
is more common for large infrastructure projects and key noise polluters to provide
grants to insulate affected residents through roof insulation, acoustic
glazing, alternative ventilation, etc.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Starting
to see the use of soundscape as a potential mitigation option, where positive
or masking sound sources can be introduced to provide a subjective improvement
in the acoustic environment.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Municipalities
have more oversight of land compatibility planning and decisions with sound and
acoustics playing a major part in those decisions.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Construction
sound and vibration are assessed and mitigated, along with accompanying
management plans to help manage as best as practicable. This is especially the
case for projects taking place for longer than 6-12 months.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">There
is one regulator in the country that looks at all industrial processes for
permits. Sound and vibration are assessed according to the most appropriate
technique for predicting impacts on the public. This regulator also applies a
pragmatic approach to decision-making and will consider other factors in deciding
on appropriate mitigation, not just the impact from an acoustics and vibration standpoint.</span></li></ul><p>
</p><p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">A lot of
change in the UK and Europe has occurred through the years around the
requirements and regulators and municipalities have become more serious about acoustics
and vibration: going from being quite relaxed and not required to being
integral to decisions on new projects and the management of existing industrial
and mining operations. This change happened relatively quickly, over 10-15
years and was generally for the better. Moving to Canada opened my eyes to how
fortunate I was to have acoustics undergraduate courses in the UK, and how
things should be improved.</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">There were
three key drivers for getting these changes in place:</span></p>
<p></p><ul style="text-align: left;"><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Introduction
of the Noise Policy Statement for England (NPSE), where England outlined its high-level
targets and aims for noise in the country. Dan said this seemingly
insignificant move changed the mindset of the industry, policymakers, and
regulators to align on its goals and make decisions based on the aims within
it.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Active
acoustics organizations, the Institute of Acoustics (IoA), and Acoustics &
Noise Consultants (ANC), which were integral in the push for better acoustics
and vibration policy in the UK, through acoustics education for public and
government policymakers and providing an opinion on new assessment standards
and policy as the experts and as a united group of industry professionals.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Regulators
and environmental protection officers became frustrated with complaints from a
loose approach to acoustics and vibration assessment requirements. This saw
them becoming increasingly demanding of operators and developers to provide
assessments and commission testing to demonstrate compliance.</span></li></ul><p>
</p><p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language: EN-US;">Canadian
acoustics practitioners need to do better. We need to take a number of actions
as a call to arms to help improve the industry here in Canada, namely</span></p>
<p></p><ul style="text-align: left;"><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Create
and nurture an acoustics community for collaboration.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Accreditation
for practitioners and/or certificate of competence for Acoustics possibly by
AANViS/CAA.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Members
of AANViS/CAA to help the public, regulators, and federal government understand
the importance of considering sound and vibration in decisions.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Undergraduate/higher
education degree in Acoustics in Canada.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Assessment,
Management, and/or regulation of sound no matter what the source or activity
including construction.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">AANViS/CAA
to give opinions and influence good practice in policy and regulation as
advisory and consulted bodies.</span></li><li><span lang="EN-US" style="mso-ansi-language: EN-US;">Government
should develop a policy with a vision and aims like the NPSE.</span></li></ul><p>

<div class="MsoNormal" style="text-align: left;">There are often conflicts
between a municipality’s/province’s needs for an industrial tax base and
employment, good transportation links, and residents’ preference for a quiet
environment. The municipality’s/province’s needs typically result in sound
generation, and increasingly in areas where people live.</div>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">As urban areas and
associated infrastructure/industry continue to increase, expand, and get closer
to residential areas, the need to consider the acoustic compatibility of
adjacent land uses becomes more apparent.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">There have been recent
examples of unregulated sound sources affecting residents, as reported in the <i>Calgary
Herald*</i> on Monday, September 19, 2022.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">The article reported that
near Manassas, Virginia (USA), there is a large and growing concentration of
facilities housing servers for cloud computing. They require substantial
air-conditioning (AC) equipment to keep the servers within allowable
temperature limits for operation, along with large banks of backup power generators—both
high sound-generating equipment items.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">For context of scale, the
cumulative power requirements of the data centres in northern Virginia are
roughly equivalent to the entire output of the North Anna Nuclear Generating
Station and similar equipment. So why not regulate the sound from it?</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">In Prince William County,
Virginia, the local ordinance specifically exempts air-conditioning sound from
its limits, due to the warm climate.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">There are now many
complaints and protests organized to object to the constant whirring sound of
the AC fans, especially the tonal components of which are irritating to residents.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">Regardless of the local
ordinance exemption, the local Amazon Web Services facility said that it has
made it a priority to address the sound concerns of neighbours and is installing
acoustic shrouds at this site to mitigate the situation.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">Retrofits of this kind
are usually more expensive and compromise efficiencies of the equipment, compared
with assessing sound prior to construction and including appropriate mitigation
into the design. Also, complainants tend to have a heightened sensitivity to sounds
they have complained about, often requiring heightened control measures
compared with having controls put in place during construction.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">These kinds of uses are
starting to appear in Alberta. So, let’s look there for a second.</p><p align="left" class="MsoNormal" style="text-align: left;">Is it appropriate that
only energy and utilities industries are regulated for sound in Alberta and other
industries are not? This means that sound
from mining and minerals, manufacturing, data storage/communications, waste
transfer, entertainment, and leisure uses, to name a few, are not typically proactively
assessed or regulated. Even assessments of the sound generated from these uses,
including transportation (let’s ignore rail for now in most locations<span face=""Segoe UI Emoji",sans-serif" style="mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-char-type: symbol-ext; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-symbol-font-family: "Segoe UI Emoji";">😉</span>,
although in recent years the City of Calgary has required inclusion of rail
noise in traffic assessments) in many cases, are typically not required by
municipalities to inform a decision in order to grant the development permit. This means that we’re not
assessing the risks in terms of sound and appropriate mitigation, in many cases,
and just letting things “<i>land as they may.</i>” </p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">Is it best to “<i>just
build it and</i> <i>see how we get on with complaints</i>”? </p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">Noise complaints are on
the rise, which is showing that effects are already apparent. An article
published as part of <a href="https://noiseawareness.org/info-center/community-complaints-bronzaft-nadler/">International
Noise Awareness Day</a> around data in the US (regulations for sound are not
too dissimilar to that in Canada) concluded that, “Commonly only 5 and 10
percent of residents exposed to noise actually complain or participate in any
related activity.” That’s an overwhelming percentage of people who don’t
complain who are potentially affected. Some will think that complaining won’t
bring change, others may think that’s the way it is, or various other reasons.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;"><b>What about Bylaws? </b></p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">The Bylaws are typically
enforced in reaction to a complaint, rather than the proactive assessment and
control of sound to prevent effects on residents. The language in Bylaws is
often too general, contradictory, and outdated compared with the industry-regulated
approach to assessing sound in Alberta. </p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">There are similar
situations in other provinces in Canada, too. Alberta has been given merely as
an example.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">A typical statement in a
Bylaw is</p>
<p align="left" class="MsoNormal" style="text-align: left;">“<i>…No person being the
owner or occupier of real property knowingly shall allow or permit such real
property to be used so that noise or sound which emanates therefrom, disturbs
the peace, rest, enjoyment, comfort, or convenience of any person or persons in
the neighbourhood or vicinity.</i>” There are also many Bylaws that don’t even
mention sound.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">Some bylaws have sound
level limits, but most don’t. Those that do, typically contradict the regulations
with higher sound level limits. </p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">Sure, these can be relevant
to urban areas with higher ambient sound levels, but this is not the rule for
all situations. Ambient sound levels can be lower within the municipality/county,
especially larger and more diverse ones, in terms of distribution of sound
sources. This could underestimate the effects on residents.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">Sleep disorders and
related health effects have been linked to sound level, and related annoyance,
in various research conclusions.</p>
<p align="left" class="MsoNormal" style="text-align: left;"></p>
<p align="left" class="MsoNormal" style="text-align: left;">So, should we do more?</p><p align="left" class="MsoNormal" style="text-align: left;"> </p>

Congress on Acoustics). While interesting and of value, it is sometimes challenging to consistently find practical applications to our
day-to-day work solving problems for our clients. Our upcoming conference, like
those of AANA in the past, provides an opportunity for Alberta acousticians to
share what they know with</span><span style="font-family: "Times New Roman",serif; font-size: 14pt; line-height: 107%; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-CA;"> </span>others interested in the field, and in
particular with those in industry who might need to hire acousticians and want/need
to get an idea of the ‘black magic’ we practise. (A lot of people really dislike
logarithms.)</p><p>
</p><p class="MsoNormal"><span style="mso-fareast-language: EN-CA;">This October’s 1-day
conference puts a focus, in part, on the <i>business</i> of acoustics—how workplans
and proposals are developed and priced, and what goes into being a consultant.
There are also sessions on best practices in noise and vibration solutions,
sometimes discovered by trying things that should have worked but didn’t. We
will also get a look at a student project and current trends in acoustics
education in Alberta. Some sessions are still evolving.<br /></span></p>
<p class="MsoNormal"><span style="mso-fareast-language: EN-CA;">One of AANViS’
primary objectives is education of interested parties. Our full morning<i> Introduction
to Acoustics</i> by Steve Bilawchuk has traditionally been used to help train
regulator</span><span style="font-family: "Times New Roman",serif; font-size: 14pt; line-height: 107%; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-CA;"> </span><span style="mso-fareast-language: EN-CA;">staff in the principles
of acoustics, as they were the ones responsible for administering the noise
control directives. They were not exclusively acousticians but needed a
grounding in the field. Besides regulators, this course is also of value
to architects, engineers and project managers in environmental, transportation
and energy whose projects are sometimes affected by noise or vibration issues.</span></p>
<p class="MsoNormal"><span style="mso-fareast-language: EN-CA;">We are especially
proud of our panel on noise regulations in Alberta. We have gathered
representatives of the AER, AUC, Alberta Infrastructure and city transportation
to talk about the noise regulations that affect projects in Alberta. This is a
great opportunity for dialogue between those who make and administer the rules
and those who must operate within them.</span></p>

in Canada have a smartphone.<span style="mso-spacerun: yes;"> </span>Since smartphones
have built-in microphones, electronics and processing, downloading of a free or
low-cost application is all that is needed to turn them into a sound level
meter.<span style="mso-spacerun: yes;"> </span>However, are smartphones accurate
enough to replace traditional ANSI Type 1 or 2 sound level meters? </p><p></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">Kardous and Shaw
(2014) investigated the suitability of smartphone apps for occupational noise
measurements. They studied a sample of smartphones and tablets with 4 Apple
devices, 10 iOS apps, 5 Android devices and 4 Android apps. Measurements were
conducted in a diffuse sound field in a reverberant noise chamber. Seven levels
of broadband noise, ranging from 65 to 95 dB in 5 dB increments, were set as reference
measurements and validated by calibrated measurement systems, including a Type
1 sound level meter. In total, over 1680 smartphone measurements were analyzed.
Measurement results from four iOS apps showed mean differences within </span><span lang="EN-US" style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">±</span><span lang="EN-US">2 dB/dBA. This is good enough for ANSI Type 2 and Occupational
Safety and Health Administration (OSHA) standards and suggests that certain
apps for Apple smart phones and tablets may be considered reliable and accurate
for use in occupational noise measurements. On the other hand, the Android-based
apps did not offer the functionality and accuracy needed for occupational noise
assessments.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">Murphy and King (2016)
did extensive testing of 100 smartphones, including 65 iOS-based devices (7
models) and 35 Android-based devices (18 models) to assess their suitability
for environmental noise measurements. Four iOS and three Android apps were
tested. In total, there were 1472 tests. Measurements were conducted similarly
to Kardous and Shaw, but reference noise levels were set at 50/70/90 dBA. The
background sound level in the room was 27 dBA. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">Android devices
had much higher variability in comparison to iOS devices. Different hardware
used in the variety of Android devices is likely a big factor. Overall, Android
devices under-measured levels while Apple devices over-measured levels and offered
significantly better measurement consistency and reliability. <span style="mso-spacerun: yes;"> </span>Newer phones were also more accurate, but it
was unknown whether they are equipped with better microphones or the older
phone microphones deteriorate over time. In general, though, smartphones were
more accurate at middle of the road noise levels of 50/70 dBA in comparison to
the lowest (background only at 27 dBA) and highest (90 dBA) noise levels. This
suggests smartphones may not be suitable for some ambient, background noise or
hazardous noise level measurement uses. The conclusion was that smartphone apps
on the whole are not quite ready to replace traditional SLMs, but a combination
of good hardware and software can produce a smartphone that accurately measures
sound level. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">A more recent
paper by Shahnaz and Brown (2020) compared the accuracy of smartphone apps from
both Android and iOS devices to a Type 1 sound meter in real world environments
(living room, classroom, restaurant, nightclub, public transit, and a fitness
class). <span style="mso-spacerun: yes;"> </span>The results indicated a
variation of 3 dB or greater between the apps and the sound meter were common. They
concluded that these apps should not be relied on as an accurate tool to
determine hearing protection measures because of the amount of inconsistency
between apps and devices. However, the smartphone apps are good for providing a
general idea of the sound level in any environment. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">Smartphones with
external microphones and apps that allow calibration of the sound level were
not considered. These would not likely be used by the general public. The
combination of hardware and apps result in a wide range of deviations in
measurement results. <span style="mso-spacerun: yes;"> </span>A singular
smartphone measurement is most likely not a reliable indicator of a true noise
level, but a large set of these measurements may converge to the true noise level.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">New smartphone
models and apps are introduced yearly, and overall sound measurement accuracy and
reliability could improve in the future.<span style="mso-spacerun: yes;">
</span>Smartphones are ubiquitous tools that can provide useful general noise information.
They are a convenient means to explore everyday acoustic environments and open
up the potential of large, crowd-sourced sound databases. However, they should
not be considered a replacement for a purpose-built sound level meter when precise
and reliable measurements are required in a sound assessment.</span></p>

<p>Some residents of Banff have petitioned the town council to
restrict or eliminate the sounding of train whistles in the vicinity of the
town. This was reported by the <a href="https://www.rmotoday.com/banff/proposal-to-stop-train-horns-in-banff-gaining-steam-3576150"><i>Rocky
Mountain Outlook</i></a> on March 29, 2021 and on <a href="https://globalnews.ca/news/7747063/banff-residents-petition-town-silence-train-whistles/"><i>Global
News</i></a> on April 8, 2021, after the presentation of a delegation on March 22<sup>nd</sup>.</p>
<p></p>
<p>AANViS reported in a <a href="https://www.aanvis.ca/2021/10/stopping-train-whistles-through.html">previous
post</a> that during the May 10<sup>th</sup> meeting of the Town Council, the
council passed a motion to have the Town’s Administration consult “with the
railroad operator on the feasibility of creating a railway quiet zone along the
railway corridor in the vicinity of Banff, and report back to Council before
the end of Q3 2021.”<span style="font-size: 11.5pt; line-height: 107%;"> </span></p>
<p>The Town of Banff is the road authority for the railway crossing
at Norquay Road, but Parks Canada is the authority for the crossing at Compound
Road northeast of the main townsite. Based
on an e-mail from CP to the town (November 17<sup>th</sup>, 2021), the Town
would have to hire an engineering firm to conduct a compliance audit to meet
all standards for the Norquay Road crossing. The member of the public who made the original request for the quiet
zone (aka whistle cessation) would need to engage Parks Canada for the Compound
Road crossing. </p>
<p>There have been long-running discussions involving CP, the
Town and Parks Canada concerning illegal pedestrian rail trespassing near the
industrial area between Compound Road and Norquay Road. CP indicated that they would not likely approve
whistle cessation until an engineering solution to the trespass issue was
implemented. We assume that such a
solution would also have to address the issue of wildlife trespass onto the
tracks, although this was not mentioned in the town’s documents.</p>
<p>The town council decided December 13<sup>th</sup>, 2021 to
delay engaging an engineering firm to conduct the audit at Norquay Road until
an engineered solution to the pedestrian trespassing issue has been approved. This may end up being similar to the
situation in Canmore.</p>
<p>Silencing the train whistles in town makes for a more
pleasant experience, but may be counter-productive if measures are not also
taken to keep wildlife (and humans) off the tracks. At present, that measure continues
to be the sounding of the horns. </p>

Outlook</i> article noted that one of the most impacted properties is the Mount
Edith House seniors’ residence, which backs onto the train tracks (shown here). The report states that there are no
noise-attenuation walls at this location. A visit to the site indicates that the band of
evergreen trees between that building and the tracks is insufficient to address
community concerns.<p></p>
<p>In the 1970s and 80s, the
Canada Mortgage and Housing Corporation (CMHC) produced a document entitled <i>CMHC
- Road and Rail Noise Effects on Housing</i>, which specified ‘acceptable’
levels of noise from trains, in particular between the ‘whistle points’ which
are 400 metres from any uncontrolled level crossing. Under the <i>Railway Safety Act (R.S.C.,
1985)</i>, trains are normally required to sound their horns within the whistle
points until they were actually occupying the level crossing, or when it is
required for safety reasons such as trespassing people or animals. The <i>Act</i> [section 23.1 (1)] allows
municipalities to pass a resolution to discontinue use of train whistles under
the conditions now set in motion by the residents’ petition. There are only limited measures to prevent
animals (who cannot read the signs) from accessing the tracks.</p>
<p>The <i>Global News</i> video
shows the level crossing with crossing bars, so it is ‘controlled,’ but there
are free-running animals in the Banff area, and access to the tracks within
Banff is not consistently blocked by fencing. It has been noted that spillage
of grain has attracted animals to the tracks in the past, potentially bringing
wildlife onto the tracks and requiring the sounding of the trains’ horns to
drive them away.</p>
<p>Previously, the nearby Town
of Canmore required developments outside a corridor adjacent to the CP tracks
to comply with the CMHC directives. This
effectively sterilized the narrow corridor from residential developments within
the mountain valley location. Fencing on
both sides of the tracks has been installed to control access and some years
back, the Town of Canmore was able to drop this non-residential building requirement
from their planning regulations. This
may have coincided with their establishment of a rail quiet zone, as is being
requested in Banff.</p>
<p>The original existence of the Towns of Canmore and Banff is due to the presence of
the railroad. The mine under the Three Sisters
Mountain, and the mine at Anthracite (currently under Lake Minnewanka) supplied
coal for the locomotives, and Banff was intended to support tourists attracted
by the local hot springs, scenery, and wildlife. Silencing the train whistles
in town makes for a more pleasant experience, but may be counter-productive if
measures are not also taken to keep wildlife off the tracks which would still
require the sounding of the horns. </p>
<p>As of
the October 4, 2021 Banff Town Council meeting, there does not appear to
have been any further information from the Town’s administration nor from CP
Rail (<a href="https://banff.ca/AgendaCenter">https://banff.ca/AgendaCenter</a></p>

<p>Many a tome has been penned about sound level monitoring,
and many more could be added. Some of my incomplete thoughts on it are offered
here.</p>
<p class="MsoNormal"></p>
<p class="MsoNormal">Under most regulatory regimes, strategies for noise and
sound monitoring are determined by the situation and the dominant noise sources
at hand, and not by whether the source is renewable or non-renewable.
Continuous sources are typically easier to monitor than sources with a highly
variable noise emission, such as wind turbines.</p>
<p class="MsoNormal"></p>
<p class="MsoNormal">Prior to constructing and operating any new development,
getting an idea of what the current soundscape entails helps to put future
noise levels into perspective and is therefore recommended. I use the word
“sound” to indicate that the acoustic signals we hear are not all experienced
as noise. Noise is unwanted sound, and the soundscape may include both
appreciated sounds (e.g., songbirds, leaf rustle) and unwanted sounds (e.g., an
existing non-renewable energy facility or other sources not covered by most
noise regulations, such as highways or gravel operations). In that respect,
ambient sound level monitoring is not any different for renewable energy
compared to other facilities.</p>
<p class="MsoNormal"></p>
<p class="MsoNormal">The monitoring of ambient sound levels is not required nor
encouraged according to regulations in Alberta or British Columbia, but
frequently requested by residents close to new developments such as a new wind
farm. Apart from satisfying popular demand, the only time you get to measure
the unaffected soundscape is before construction starts. Therefore, I believe
that ambient sound level monitoring should be actively considered before any
development, renewable or otherwise, unless the new development will not
generate substantial noise. The cost associated with noise monitoring is
minimal compared to the investment in the renewable’s facility itself.</p>
<p class="MsoNormal"></p>
<p class="MsoNormal">Monitoring of sound levels during construction can help one
gain insight into and limit noise levels associated with construction, provided
noise limits are enforced; what gets measured for enforcement purposes gets
done, while what gets measured for general insight often only gets discussed.
Sources such as tonal backup alarms, loud radios, pumps, light tower generators
running during the daytime may cause unnecessary grief, while solutions such as
broad-band backup alarms are readily available.</p>
<p class="MsoNormal"></p>
<p class="MsoNormal">Monitoring during operation can provide insight into noise
levels, associated with the new facility. Monitoring, however, needs to be part
of enforcement of applied noise thresholds. I, therefore, believe that the
regulator should conduct noise monitoring as part of their enforcement as well,
and not only oblige operators to conduct noise monitoring. Regulatory noise
monitoring will increase public confidence. Noise from wind farms is dependent
on weather and meteorological conditions, such as atmospheric stability, and
with larger turbines this dependency may increase. Predictions made using a
relatively simple standard like ISO 9613 are valid for a single weather and operations
scenario, and receptor-level noise levels can be expected to deviate frequently
from the predicted value. Longer term noise- and weather-monitoring for
receptor-level noise levels and their weather dependency can be helpful to
increase insight into their dependency and confirm predictions. It can also be
helpful to develop a science-based and accepted protocol for such monitoring.</p>
<p class="MsoNormal"></p>
<p class="MsoNormal">For more continuous sources (e.g., solar power, biomass),
where sound noise generation is relatively steady, such extended monitoring is
probably not required. Noise from inverters has a continuous character, and
dependency is restricted to insolation (i.e., the varying level of electrical
generation due to the incident solar intensity). Short-term measurements may,
therefore, be sufficient.</p>
<p class="MsoNormal"></p>
<p class="MsoNormal">Alternatives to noise monitoring could include model
calculations, based on verified emissions combined with model calibration. Such
an alternative could be useful in situations where receptor-level noise
monitoring includes significant difficulties or where compliance can only be
predicted with a significant margin.</p>

Early on, we spent considerable time setting up an account with the wireless service provider and many hours struggling with the cell modem IP configuration. This has improved recently.<br />While permanent noise monitoring systems are common for airport authorities and marine port authorities in large Canadian cities, semi-permanent systems have been effective for noise monitoring in short-term construction and operation industrial activities. Most semi-permanent noise monitoring systems consist of the following main components:<br /><ul style="text-align: left;"><li>Sound level meter, pre-amp and microphone</li><li>Weather station</li><li>Power source (i.e., AC and/or DC power)</li><li>Cell modem</li><li>Data storage</li></ul>Semi-permanent systems have many advantages, which include<br /><ul style="text-align: left;"><li>Providing continuous noise monitoring for intermittent events with unplanned schedules (e.g., construction activities)</li><li>Reducing multiple visits to the monitoring site, especially for remote locations</li><li>Giving easy access to real-time noise monitoring results for users (e.g., clients, consultants, other stakeholders) via the internet</li><li>Providing a noise threshold exceedance alert (i.e., SNS message) for immediate corrective action</li><li>Providing sufficient data-sampling </li><li>Automating the reporting process </li></ul>Challenges associated with semi-permanent systems include<ul style="text-align: left;"><li>Data transmission is limited by cell coverage (satellite data providers are available but at significantly higher cost)</li><li>Connectivity can be intermittent in remote locations</li><li>Remote (e.g., cloud) data storage of audio recording is limited by connectivity</li><li>Continuous power sources may be required in some systems</li><li>Post-processing and data management can be labour-intensive due to the large amount of collected data</li></ul>Semi-permanent systems come at higher cost; however, they provide versatility and functions not available with portable systems. The use of semi-permanent systems may be justified for long-term (e.g., multiple months) monitoring programs where intermittent and unplanned site activities may occur. <p>The number
of electric vehicles (EV) is increasing in Alberta and across the globe. While
this will positively impact greenhouse gas emissions in our cities, the impact
EVs may have on road noise is less well known. EVs are undeniably quieter than
their internal combustion engine (ICE) counterparts at start-up and while
“idling.” However, road-pavement noise becomes dominant at highway speeds,

Associates Acoustical Engineering (PAAE) measured pass-by noise levels of
locally available compact SUVs, comparing EV and ICE models on a local Alberta
highway at various speeds. The results are shown below and indicate that at the
tested speeds of 20+ km/h, pass-by noise emissions of EVs and ICEs on typical
local pavement did not differ significantly.<p></p>

electric vehicles have the potential to reduce noise with very slow speeds
(under 20 kph) and during idling and acceleration from standstill—where engine-generated
noise dominates, such as in very congested city centres—these data show that
the rise of EVs is not going to drastically change the situation for Alberta
residents who are currently most affected by roadway noise—those living near
busy arterial and highway road infrastructure.<p></p>
